i'm thinking it meant the expression sit on it and spin but you can say that on tv so they shortened it but we knew what he meant. sit on the middle finger and rotate it. kinda kinky don't you think. lol.censors gotta love em'

About that time, there was a common derogatory statement: "Sit and Spin!" It basically meant "stick it up your a__". I think the phrase the Fonz used was a variation of that.
