They can through civil action. A person that submits a false report (intentionally) can be sued for the damages to a person's reputation, income, security and so forth. This can amount to quite a large figure. Also in certain circumstances-if the report is done as a sworn statement-the person can be charged with perjury. In addition, false reports can be charged as a misdomenor by a local police department. So a person could be held responsible for what they say.

They are, for one example The "Runaway Bride" was ordered to pay restitution for the police expenses that were incurred due to her lie.

There was also the girl that claimed to be abducted and then it was found she had purchased cough medicine and the like and then found she had lived in a field for a few days; yep, she had to psychological problems, but that didn't stop the Courts for her also having to pay restitution to the State for expenses.

There is also Boy George, although he was not exactly held accountable for his false report...he filed a false theft report (likely over a lover's quarrel) and the police found cocaine in his home and he was sentanced to community service...helping collect garbage on a dump truck.
