Of course it is possible. Contrary to what some people think, looking out the window will not help forecasters predict weather several thousands of miles away, and yet they still have to do it.
Forecasts are generally made by what follows below.
Collecting observations from various means (weather station obs, upper air obs from balloons, aircraft and satellites, radar images, satellite images, and even information passed on from the public).
Analyzing the data in the form of charts or just perusing the raw data.
Looking at selected computer guidance fields (depending on what the setup is). There are many computer models to look at and they often give conflicting information.
Comparing the observations with the computer guidance to see whether they are on the right track.
Using climatology and experience for similar types of events.
Talking with other forecasters for their ideas and opinions.
Finally sending out a weather forecast (all without the use of a window).

Well, remote sensing for one. Via satellite or other means.
You could paint a solution of cobalt chloride onto a sheet of paper and use it to determine the humidity... assuming that is it the same as the humidity outside, or at changes with the humidity outside; a barometer; a thermometer; a thermometer attached to a string and tied to a cord; a very small fire...
I'd work my way through the above, if I didn't have access to a computer with satellite feed.
Of course, looking outside helps me a great deal- it's just that weather forcasters don't do that very much... if they did, perhaps they could be more accurate (but not too far ahead).

Check the Feng Shui book!!
The weather makes you happy,energetic etc. if it is sunny;if the weather is rainny or cloudy then it makes you feel bad or tired(it depends!Not ALL people dislike the good or bad weather)
That's how to know what kind of weather may be!

Maybe if you knew the barometric pressure you could guess what was going to happen. If it is dropping that most likely means rain, if it is rising that means sun.
