Marketization is governments creating markets where they do not naturally form under capitalism for "externalities". It is not capitalism but a form of regulation which its advocates claim will produce a more efficient outcomes than regulation by rules.

Even both can be linked together, they are not one and the same. Capitilization deals with the efficient use of money in the given market. Marketization, in layman terms, means advertising some product or something and look at different means or methods to do it.
