1. Explain to the reader what ITAP means.
2. ". . . to hire a subcontractor . . . "
3. ". . . we needed several clarifications. . ." (use the past tense)
4. Lose the word Firstly. Instead, "The first question that must be asked are the companies . . . ?"
5. Explain what CFR represents unless the reader knows for certain what this abbreviation and ITAP means.

Supposing that "subcontractor" stood for the real name for a person, say, Joe Blow, it is correct.
If the specific word subcontractor is to be used in the sentence, it does need the article "a," as in "a subcontractor."
And yes, I too would delete the word "Firstly." Good business writing rule of thumb - omit needless words.

There are no grammatical errors. The expression, "to hire subcontractor" should read, "to hire a subcontractor" --(Insert the word, "a"). Otherwise it is perfect.
