If it has been floating at the surface and unable to swim correctly for that long it's got to be a genetic condition. Anything else would have killed the fish by now. Also, if it truly hasn't eaten in a month even though you have tried to feed it, it's probably far beyond any help at all and should be humanly euthanized.

youve tried EVERYTHING?

that includes checking temp, PH, nitrites, chemicals in or around tank as well as treating for bacterial, fungal or parasite infections, constipation, changing foods........?

this is just the main stuff.. im pretty sure you havent tried everything. fish dont get sick for no reason.
