The second sounds better, because "being" is a completely unnecessary word.

There's also no tense shift to worry about. "Began" is past tense, but "(being) praised" doesn't have any tense at all, in a clause beginning with "when".

They are actually both wrong, "being" and, "began" are different tenses. Try; It is strange that when being praised, she begins to cry. Or; It is strange that when she was being praised, she began to cry.
