I live in California and I have a six year old daughter. My daughter has just informed me that a 14yr old boy (her step-father's cousin) had kissed with his tongue. As she is stating this she mentioned that she was used to it. So I believe it is not the only time this has happened. I called the Sheriff's department to report it, apparentally it is not against the law for a 14yr old boy to french kiss a 6yr old child. I don't understand how there was no law being broken. I called Child Protective Services and they stated it was out of there jurisdiction because they don't live together. I feel like no one is doing anything about this. What if he does it again? What if its not all that he has done? The deputy said if I want him to talk with my child and then the 14yr he would...your d*mn right I do! Is it like this everywhere? Is it ok for teenages to french kiss children? Someone please help me understand....

It will lead to more if it hasn't already. Keep them apart. I thought even fondling was illegal. Maybe a restraining order. A lawyer might be able to answer your question.

I would not allow for the two to be together, if it hasn't gone too far...it will. It is definitely morally wrong, but it's a tough situation legally. Most generally with a sexual crime, especially with a child, the crime itself is focused on the genitalia and the anus. Any touching that results in to pleasure. I just looked up the CA law and it didn't specify anything about kissing. I believe most states are the same, Indiana is. You might see if you can fight for supervised visitation.

your simplest solution - do not let your daughter near her step-father's cousin. this is something between your wife (or ex-wife), and your daughter.
