An, why not - go for the eyeliner... but not more or it: if you have GREAT eyelashes, less eyeliner is better...
Go for smokey eyes. They "pop".

Learn to put on fake eyelashes that look real. They have great ones now. Pick some that aren't too heavy, meaning thick. IF you wear the lashes don't put any eyeliner on top. The lashes will do that for you. If not, then do the eyeliner but not too much on top. On the bottom, don't put eyeliner inside lashes, but under lashes. Get white stick, looks like eyeliner but its white. Put that on lid inside lashes. Also put white eye shadow or concealer on inside corner of your eye. I also have small eyes and I was on stage for years and this is what I was taught by my makeup guy. All this should be done minimally. You don't want too much makeup around small eyes. Give it a try. Experiment. You'll know when you've found the perfect look for you. Then Go Out and Be Beautiful !

Big eyelashes always help. They don't have to be unnatural, though and it's not a terrible thing to put on a few extra strokes of mascara. Eyeliner may not always be the best thing for smaller eyes because it makes them appear smaller. If you're going to use eyeshadow to enhance your eye colour, dust a nice, light colour all the way up to your eyebrows. Smokey eyes make eyes pop, as well. Even putting a little bit of white eye pencil in the very inner corners of your eyes makes for a good look, too.

In order to get the look you want you should use lighter colored eyeshadows, and limit the use of eyeliner to the upper lid only, if at all. Applying mascara to the upper lashes only helps as well.
Remember: Light = large, Dark = small!!!

get a eyeshadow pallett with dark brown, lighter brown, and glossy white shades. also volume xxL flash mascara from maybelline i think it's from. anyway with the eyeshadow, apply lightest color over entire eye lid (up to the brows) then apply light brown to only the "eye" part of the lid, then use the darkest as like a "smudging" eyeliner. then that kind of mascara should work with your shorter lashes, it's what i do and i love it, good luck !

Try using shades that go with your eye color. If you have blue eyes, choose browns, coppers, and blues. If you have green eyes, try golds, pinks, and violets. i might say to apply a bronzy, dark shadow above as liner as nicely as under the attention. No liquid liner. That makes small eyes seem tiny. spotlight the foreheadbone with lighter coloration. Frosty browns, bronzes, and tawny/purples are maximum suitable for brown eyes. dark shadow below the eyes is the cost ticket!

Curl your lashes & apply volumizing mascara.
Have your brows professionally shaped & maintain them @ home. Well shaped brows frame you eyes & make them a focal point.
Wear subtle lip colors for a "your lips but better effect."

you could try fake lashes-you probably don't want to wear them every single day but for when you go out or special occasions--m.a.c. makes THE best fake lashes hands down-expensive but worth it. also don't use a dark liner on your bottom lashes it closes them and don't connect your liner line in the corners of your eyes-that closes them too. you could try a very light, shiny, powder on the inner corners of your eyes-i like covergirl champagne.
