Around 5'9" is average for American men.
Around 5'5" is average for American women.

So 5'8" would be short for guys and 5'4" and under would be categorized as "petite" for gals.
In the petite section at the department store the sign even says "Petites (5'4 and under).

Also, studies have shown that women of below average height are more likely to be married and have children than women of above average height. Some reasons which have been suggested for this situation include earlier fertility of shorter women, and that a shorter woman makes her partner feel taller in comparison and therefore more masculine.

average women is conisdered 5'3.9" tall. So anything under that is short. I am 5'4" and consider myself short. Especially when I wear flat shoes. I get kidded about it a lot at work. I believe for men anything under 5'10" is short.
