You have to deal with both the EPA and Customs. Here are some web sites that should provide the information you need:
http://www.importexporthelp.com/importing-cars.htm
http://www.epa.gov/otaq/imports/

What you'll need to do is contract with an importer that is knowledgable about importing cars. You also have to be careful because it's not just EPA regs that you have to worry about. Cars built for other countries also might not meet safety standards EVEN THOUGH it might have the same make/model name/look as in the US.

The importer will also assist with customs (you'll have some hefty import taxes to pay), state sales tax (again adding more money to the cost), inspections (costly), modifications needed to make street legal in the US (very costly), fees for filing the forms, state title and registration fees, etc. You can expect to pay probably more then what you'll pay buying in the US when all these are added in.

would help if you provided the state you live in. it would first have to be allowed to imported.

by the time all is said and done with tarrifs, fees, import taxes, epa modifications, safetey modifications, taxes, registration taxes, insurnace, your 2-8k car could end up costing more than the 10k you've been seeing for ALREADY brought/imported versions.
