she has been beating around the bush.hasnt fixed the pipes ,i had to pay a freind to stay at her house due to the heat (my baby puppies where dehydrating) our llawn has been neglected,she had even changed the security deposit amount with out talking to me after i confronted her on it she has yet fix any of these issues i have finally told her no rent till its all fixed she says no fixing till i pay my rent what can i do ?? i ;m lost and confused what are my rights??

Serve her with a certified notice that if she doesn't fix the repairs within 15 days that you will have the repairs fixed, and that you will deduct the amount from rent that you owe her. If she doesn't fix it, get it fixed, pay for the repair, and then making a copy of the invoice write a letter to her with the copy enclosed and with a check for the rent minus the repair bill.

You can NOT chose to just not pay the rent. Once you do that she can have you evicted regardless of the fact that she has not done her end.

get a lawyer that handles tenant complaints. You'll have to keep records of all communications concerning repairs that need to be made to the property that she has promised to do so.

she would have to answer your lawyers' complaint and that would be a way to keep track.

Check your lease, you may be able to break it due to owner/ agent neglegence. Or if she works for a management company, thats easy, just find out which one and complain to her boss.
