Demand is exceeding supply and investors are worried that radical Islam will make investments too risky.
The USA is about in the middle for world gasoline prices. Gas costs are higher if imported and depending on the mode of import (pipe, ship, etc). But the main driver of high gasoline prices is taxes. In Europe, prices are nearly double of what Americans pay and in countries that subsidize or tax little like Saudi Arabia, gasoline prices are lower then the USA. In the USA, 50% of the cost is in taxes.

In other countries, gasoline prices are higher (typically a lot higher) than in the US. Much of this is due to taxes. One exception: Saudi Arabia, which when I was last there, had gasoline for sixty cents a gallon.

Gas is high in America due to market supply and demand, and to some extent, greed of the oil companies. Gas in much higher in places like the U.K. where the Queen's subjects allow their government to tax gas until its $7+/gallon.
Which is what Al Gore wants to do, he just ain't saying it yet.
