It really depends what sort of actress or singer you want to be. I've noticed that a lot of actresses start off in theatre/musicals. So you should really get yourself involved in some local theatre productions with a view to study at a performing arts school to further your skills. Get an agent to get noticed and to help with the audition process. With singing, it's beneficial to get a few singing/vocal lessons under your belt - you will also need to decide which style you would like to "specialise" in. For example, classical, contemporary, musical theatre. The basics are the same (such as vowel production) but there are different techniques for each of the styles. However, this does not mean you should limit yourself to one style. Learn the singing fundamentals, then become proficient at a few styles :)

If you want to find a legitimate agent to represent you for commercials, TV & film (some do professional theatre as well but probably only in LA or NY) go to SAG.org. Use the dropdown menu on the right labeled 'resources' and choose 'agent information'. On the next screen, on the left choose 'Find a SAG franchised agent' and follow the directions. You can look up agents all over the US, but there are higher concentrations where the work is (Los Angeles, NY, IL, FL, GA etc.)
Then you can send them your headshot, resume, and a cover letter stating that you are seeking representation and wait to see if they call you in for an interview.

Singing teachers will cost money and can be expensive so they're not for everyone. Singing can be learned so it's not an "either you have it or you don't" kind of thing.
Whether you sound like crap or you're decent, I recommend this singing course. It's one of the best methods to learn to sing well in a short amount of time. It's all about using efficient techniques that work.

well..act and sing first of all. (make sure your good) then try out for auditions like American Idol and acting auditions in your area you can probably find places to audition on google or something.
