I found my rapist online and I need to get him to come to court. He lives on the other side of the country and I need some hotlines or organizations that will help me catch him before he runs away from what he did again.

The police is the obvious answer here. Many PD's are attuned to how best to handle online issues such as this.
Doing it DIY may cause you legal troubles down the line.

call the police station and speak with the investigator of whom you made the original complaint to. they are the only ones that can help you (via the DA who would be able to subpoena the alleged rapist and get him extradited back to your state)

call cops then media...let them handle it he might be dangerous
