LOL! Depends on what you want to do at the beach! Where I live, the beaches seldom get as warm as 70, even in summer. In fact, 70 is a rather hot day on the beach. Of course, you won't find people in bikini's, either, but in pants and windbreakers!
So .. if you are going there to swim or sunbathe, 70 is probably iffy; if you are going for the beauty and ambiance, then it doesn't matter what the temp or weather is!

It depends upon what temperature you are used to being in. Wehn I moved to Florida from Buffalo, I was swimming in the Gulf of Mexico when it was 58 degrees outside. A year later, I thought that was WAY too cold! Now, I go to the beach when it is 70, but I don't go into the water until it is at least 80.

The beach is always windy and colder
If the sun is out, it shouldn't be that bad.
I would wait till it gets to about 80 degress though

no water is too cold and it is not very warm unless you stay on the sand
