i hear these terms everywhere, from chat blocks to online gaming chats, but i don't know what they mean.

Its a common response when something humurous is said.

NOOB is a term used to describe someone who is a new user to a program. It can be meant to be a little bit insulting somtimes. It means some one has noticed you don't know what your doing.
