Just say no to shaving! There is no safe way to do it, and it looks freaky anyway.

I use an electric razor designed for girl's legs, a Panasonic from Wal-Mart. After 3 or 4 shaves your skin will get used to it and you'll be a smoothie. DON'T use any electric with rotary (round) heads. They will eat you up.

If you go slowly with a non-electric razor, it might help. You could trim the hair first so it's shorter before deciding to go further. Electric shavers have a tendency to cause more bleeding if you're not careful, as the skin in the area can be loose and not taut. Just go slow and keep the skin as taut (tight) as possible as you go along, particularly around the scrotum area.
