Well, a job and its salary was offered to me, and I accepted it informally over the phone without negotiating the pay first. After thinking about the salary offered to me after I hung the phone up, I realized that it is quite low after I converted it to dollars per hour. Now, is it alright for me to call them back and ask if I can negotiate the salary since it is quite low for me.

You could always call them back and try, but it will look pretty shady to them that you accepted the offer and then want to come back and try for more money. It will not be a good way to start the working relationship between you and the company.

If you can not work for the wage they are offering it is best for you to call back and let them know that you are unable to accept the position and are now going to decline the offer. If they ask why just let them know that after review you find that you can not work for the wage they are offering you.
