Shut computer down, CTL-ESC, Arrow up, enter, right arrow, enter. Unplug mouse, reseat. Power up.
If it still does not work unistall in device manager, then reboot
it will reload drivers for it.
Almost forgot to get to the device manager use CTL-ESC to bring up start menu, then use a combination of TAB and arrow key to move around, and enter to select items.
If it still does not work borrow a mouse from a friend and see if it works.
If it does replace mouse.
If it doesnt, boot in safe mode and see if it works.
If it still doesnt it might be the motherboard port (PS2)
Then try a USB mouse.

If the new mouse is working correctly then it definetely is a hardware problem and the best thing to do is replace the mouse since they are not very expensive. If the replacement mouse still does not work, a damaged PS2 port on the motherboard might be one of the problems.
