For me:
1. Texas, 2. Georgia, 3. Wyoming, 4. Tennessee, 5. Washington, 6. Kansas, 7. Wisconsin, 8. Florida (because North FL is the state's only redeeming quality,) 9. Kentucky, 10. New York

Well, I haven't been to Wyoming, but your list pretty much sounds right, except TN should be #1, because I live here, and I'm the friendliest person I know!
