1. Because it was there. Columbus landed in the Caribbean islands first. Closest to the Caribbean was Mexico, where Hernan Cortez went next.

Actually, the Spanish did not colonize "mostly" in the Caribbean. They colonized the whole of South America, except Brazil. That is why Simon Bolivar, Pedro O'Higgins, and other commanders had to work so hard to throw them out.
