This seems to accurately reflect what has taken place in the Bush/Cheney administration.

Cheney, Rumsfeld, Wolfowitz, Perle, Feith, etc., all worked together to fashion and forge the SWORD OF STATE only to hand it over to George W. Bush to wield it and enjoy the rush of power associated with holding that much destructive power on the world stage.

Not a bad metaphor. President of the United States of America is a big job, and every President since Andrew Jackson has had a lot of help doing it.
