20 oz is the size of a soda bottle!

HUH? Did you mean 13 tetras in a 20 gallon tank? If they're one of the smaller varieties (like neons) , that should pose no problem. The rule is: One inch of fish per gallon of water. Go by the average maximum adult size of the fish, not the size they are when you acquire them, they need room to grow.
If you are setting up a new tank, don't add that many at once, only maybe about a half at a time, waiting two weeks for the tank to stabilize in between. Good luck!

20 oz. couldn't even house one fish. If you mean 20 gallons, then yes, but the max. adult size of the tetra has to be 1.5 inches or less.

20oz. - no way no how, no fish can live in that teeny a volume of water.
20 US gallon - would be fine for the smaller species of tetra
