No! It's just that his brain was fried by too many years spent romancing Jack Daniels. This is just one more reason why Dubya should never have been installed in the Oval Office. The inability to clearly and effectively communicate is a major drawback for anyone who would seek to occupy the White House.

Lol. That's a valid theory, thanks! Another theory is that while ungodly amounts of money can buy you into the best schools, and even let you fly fighter jets as an officer while you go AWOL on coke benders, it can't make you smarter. I guess money CAN'T buy everything!
