It will cut down on the population, but not eliminate them. Fish feed on mosquito larvae, so the addition of a couple of goldfish will take care of things nicely.
There are also bacillus thurengesis (not sure about the spelling) donuts that you can put in the pond. It's a bacteria that kills mosquito larvae commonly used on farms.

The running water really keeps the mosquito population down. It's the standing water that breeds them best. There are commercial additives that will keep the mosquitos from breeding while not harming anything else in the pond.

What you can do to control mosquitoes around the home
Remove their habitat (where they live and breed)
Eliminate standing water in rain gutters, old tires, buckets, plastic covers, toys, or any other container where mosquitoes can breed.
Empty and change the water in bird baths, fountains, wading pools, rain barrels, and potted plant trays at least once a week to destroy potential mosquito habitats.
Drain or fill temporary pools of water with dirt.
Keep swimming pool water treated and circulating.

Yes! As long as your water is circulating and remains with oxygen in it the mosquito's will not breed in it. If you need to go away on vacation be sure you have someone to watch it for you in case the pump malfunctions or if you are going to be away awhile just drain it for safety reasons.
Mosquito's iove stagnant water so be sure to turn your pump on at least 6 hours a day and more in warmer or stormy weather to avoid this.

mosquitos can only lay eggs in stagnant water, so having some sort of fountain or way to move the surface of the water will kepp them from laying eggs in your pond

A pond will attract mosquitoes, regardless. Insecticide rings are available to control them.
