My friend is begining an ugly divorce and her husband it acting psychotic. She has found out that he has a hacker friend who hacked into her emails and anyone that she has been sending to. He has also tracked her by GPS on her Nextel. She now has to turn her cell off when going out and she found out the other day that he knew she was going out so he hid his phone in her car and tracked her that way. He has never hurt her before but has now gone overboard. He has private emails from when he hacked into her work email address (they both work together) and has threatened to show our bosses. He is spreading rumors around work and all of this has affected my friend. He is now threatening to take her car that is financed in both of their names even though he has his own vehicle. What can my friend do? Are any of the things he is doing illegal?

Stalking is a generalized crime and should be reported to the local police authorities; however, since there's electronic crime involved (hacking is a Federal crime), they may refer her to the FBI to further investigate this matter. Either way, the authorities MUST be involved, and the sooner the better.

She's going to have to either call the police to see what they think, which will in turn start a paper trail for her, she can speak with her bosses to let them know honestly what her situation is. She needs to also contact her creditors and one for her car to also let them know what her situation is. Honestly, anyone can have a GPS system, it's legal, but calling the police she might get answers on how at least to handle what is going on. This way if things start to get out of hand and he gets dangerous, the paper trail has already started.

As far as hacking is concerned as I am not sure as what part of the world you are in then Yes it is illegal to intercept and read other peoples communications and his friend can be in serious trouble if this can be proved in a court of law and he can be arrested for aiding and abetting him in a crime. consult a lawyer on this I think you will find there is a strong case to answer here.
