"Something" Bistro will work. Like one of your names or the city or something. "Chez" is usually for upscale. Bistro is more casual. Like Bistro Don Giovanni, or Fume Bistro. Work with that.

You might want to base your name on your offer.
Your offer needs to have a good gross profit margin, IE be easy to prepare (cheap) but with the ability to mark up the price.
Or you can base your name on your signature dish or something that stands out from the crowd...
The slogan would depend on the name... but could be along the lines of "a taste of France" or "French cuisine without the French Fries" or "taste our passion for food" or "experience the reason Joie de vivre was invented" etc...

Potential Names:
Moules et Frites (mussels & chips) or M&F
Steak & Frites or S&F Bistro
Crepes & Frites (pancakes & chips)
FP&V - Fromage Pain et Vin (cheese, bread & wine)
La Grande Pomme (The big Apple)
La Maison du Vin ( the house of wine)
Joie de Vivre
