1.Delete all temporary files and unused registry keys. You can grab the free CCleaner for the purpose.
http://ccleaner.com/
Run it's 'Cleaner' section to remove temporary files and 'Issues' section to remove obsolete registries.
2.Go to Start > All Programs > Accessories > System Tools > Disk CleanUp. Click on the 'More Options' tab. Select the 'Cleanup' button under System Restore (last one). Click OK twice. All your restore points will be lost by doing this, but you will also free up a significant amount of space (could be up to 3-4 GB).
3.Uninstall all unwanted software junk. To do so, go to Start > Control Panel > Add / Remove Programs. Select the programs from the list that you don't want and hit 'Change / Remove' next to them.
4.If you have a large number of photos, you can store them online, in Yahoo Album for example. Burn all your videos and store them in external storage devices like CDs, pen drives etc.

Go to Start-Accessories-System and select the Disk Cleanup option. This will delete temporary internet and other files not needed, freeing up hard drive space. Then, afterwords, I would suggest running the Disk Defragmentation utility to remove the "holes" you created; or fragmentation, which will reduce the search time when you open a file. But at 22%, that's not bad at all.

Depends how big the HD is...22% is about 1/4 of the HD space that's free...
Delete any programs that you no longer use or want...this will free up space, or backup all your photos and files to DVD or CD's to free up more space.

22% is not bad, you could free up some space by using utilities such as cccleaner or Window Washer ( www.webroot.com for trial version), if you surf the net a lot, this may free up more space than one expect.
