As Minister-President of Prussia from 1862 to 1890, he engineered the Unification of Germany. From 1867 on, he was Chancellor of the North German Confederation. When the German Empire was declared in 1871, he served as its first Chancellor.
His most significant achievement was the creation of the modern German state, with Prussia at its core, through a series of wars and political maneuvering in the 1860s. The final act, the Franco-Prussian War of 1870–1871, saw Prussia break France's power on the European continent.

If we must consider Napoleon a leader of the 18th century, then I will have to say that Simon Bolivar was the most successful leader of the 19th. He reconquered S. America. He begun the project for a united Latin America with the Gran Colombia. He was a pioneer thinker and politician, an eloquent writer. He warned Latin Americans of the "giant to the north" and sought to establish a parliamentary democracy in S. America. He was a visionary.
Bizmark was also successful.

i think queen victoria was because under her , the british empire grew to its greatest extent, britian led the way in the industrial revolution, and in science and research, and she was also in power the longest; by the time world war 1 broke out in 1914, almost every country's leader in europe at that time was one of her children.... king charles v, the czar of russia, nicholas alexander the 2, the kaiser of germany, the french premiere was a distant cousin.
