Only in BIOS, you can cut the power to devices attached to it while WIndows is running by using the 'remove devices' icon on the bottom right of screen.

Yes, through the device manager it can be disabled.

Control panel > admin tools > computor management > system tools > device manager....

It should be pretty easy from there. Select the device and somewhere it will say disable.

I believe you either shut all of them off or leave all of them on. You do so in the system BIOS. Hit F2 while it boots up.

you can go into your system device manage and deactivate them.
