Buy ribbon, at least one inch or 2,5 cm wide.
Cut it to length, with zig-zag scissors or an other set of shaped scissors. The length should be about as long as the books are long, 10" to 12" or 25 to 30 cm will be a nice length.
If the ribbon is waterproof you can improve the anti-fray by dipping the end in a bit of glue, mixed with as much water, you need the white glue that dries up clear, (Elmers?)
Drape your ribbon over a bar to allow the both ends to dry clear of the table at the same time.
If your ribbon is not waterproof you can hem the ends if they might fray.
This is your basic bookmark.
Now decorate it!
You can draw, paint, embroider, ...
texts, cartoons, flowers, animals, .....
For the part of the bookmark that will be inside the book, keep it flat, and be care-full about using colours that do not bleed, and will not even when they get wet.
For the top that is sticking out of the book you can add 3d figures, flowers or whatever you like.
If you make it for someone you know, add something to do with their hobby or collection.
If you go to a craft market, try to get some with the current craze in crafts, (scrap-booking?) or with the old crafts like knitting.

Fringe both ends. How's that for instructions?
You can also get StitchWitchery[TM] or other material to steam-together two layers of ribbon (back to back) to cover untidy strands from commercial weaving or hand-embroidery.
