if your talking about the metal brake line no you can just change the area the is bad, a couple of fittings and some line, good luck

You can cut out a bad section and splice new pipe into the removed section.
After removal of the section, the metal on both exposed ends must be very carefully cleaned to ensure not a single rust spot remains, as this will become worse over time.
Consider the importance:
Any trace of dirt will compromise the connection, and leave it prone to failure. Remember, if the connection fails you will lose your brakes.
This repair will work, but it adds a connection that was not there before and that new connection presents a possible source for future problems, sometimes because of its ability to hold water and road salts, and sometimes because that little extra weight will make it flex in the air flow, and weaken the metal.
If the line has corrosion at many spots, then you should consider that they may also go at some time, and those spots will already be weaker than unrusted metal.
Those are the arguments for and against full replacement.
Short term repairs are possible, and will work, but If you plan on having the vehicle for a long time, replace the entire line.
