Not sure what kind of "kit" you mean but if it's for kids, it is likely tempera (note the spelling).
There isn't a recipe for tempera itself... it's just a non-permanent pigment to which water is added (or comes already mixed).
You can probably buy powdered tempera at craft or hobby stores, as well as teacher supply stores and online.

powdered tempura paints can be ordered from any teacher's or school supply provider. They are a cheaper alternative to wet tempura paint. That is probably what they are using
