There may be a lot of causes for ur problem :

1. The earthing at ur premises could be faulty...

Remedy : Get a qualified electrician to fix it.

2. The IC chip in your surge protector may be faulty...

Remedy : Either change the chip or get a new surge protector.

3. The extra voltage may be seeping in through the power cabe of your monitor or the VGA cord.......

Remedy :
If its the power cable, then it is probably damaged or its earth connection is coming loose; in either case get it replaced ,preferably with one having the ISO trademark.

If its the VGA , then either the cable itself is damaged or the SMPS is faulty. In either case replace them or at least create a bypass, here's how you do it :

Get a container of about 1000ml , fill it with sand, charcoal, salt and copper shavings/ copper sulphate in the ratio 1 :1 : 2 : 0.5. Make the content as compact as possible, then wet it a little . Now insert a Aluminium or preferably copper rod of about 75cm and fix it firmly into the mix such that 1/4 th of it is outside the contained. That is your earthing bed; now if u live on the ground floor of ur building , I would suggest you to bury the earthing bed underground with only a part of the copper rod protruding outside.

Now connect a good quality sheathed conductor to one end of the rod and the other end to your monitor or cabinet body. If you do not live on the ground floor then leave aside the burial part and do the rest. Keep in mind to place the earth bed in a warm and moistured place. Also fom time to time degauss ur monitor.

"Earthing means the current passes by an conductor from an appliance to groung for preventing electric shocks"

This ur problem is not about earthing but your getting shock when ur catching monitor....

This is bcz swich board is alligned to pass directly the current to the conductor which may be also passes through device if it is also a conductor...

Prevention__________
Generally to prevent these types of electric shocks we must must have to keep a EARTHEN WIRE in the sitch board which transfers correct amount of current to the devices & the extra amount of current will be altered to pass through the wire to ground...

So we must keep electric earthen wires in the sich boards by the electicions which is a simple process

Generally these r kept in most of the switch boads...
Starting my pc is also used to give a electric shocks in one switch board & when i changed it ... i havent got any time shcok...

Is the electric supply cable from monitor is going to the computer or direct to the wall out let. If it is going to the smps on the computer, buy another cable and use the wall socket to see whether it is still giving trouble . if you are using a surge protector strip , try changing that .

the main cause for earthing is that the neutral wire of the electric current is not proper, meaning that the neutral has to go to earth so that any electric leak can be absorbed by the earth, so its better u check the neutral wire
