Is there anything I can do to lift the restrictions or is there somewhere I can go to have it "fixed"?

If Office came pre-installed on your laptop, you probably need a product key to activate it. The legal way to do that is buying Microsoft Office.

Click once on a .doc file to highlight it.
Right click on the file and select Open With...
Select Word from the list and ensure the box 'Always use this program' in the left corner is ticked.

Do the same for a .xls file and Excel

If this doesn't work then there are some administration issues on your machine which require more diagnostics first.

You need to have MS Word and MS Excel installed to open these types of file extensions. Or you can download and install "Open Office". It is a free office productivity suite of software and it will also open these types of file extensions. You can download this software at http://www.openoffince.org

Very strange, do you have office installed? Are you an Administrator or Power User on the computer?
