to start a rose, find a woody piece, about the size of your thumb, or bigger, and cut piece off about a foot long, aleaf or two, might help. cut it at a 45 degree angle, place in water, with a little Miracle Thrive plant starter, or similar starter. It will smell like a vitamin pill. You should see greening, in about a week, to three weeks, then, tiny root hairs start. when you have a baby handful of hairs started, suspend in a pot, and gently add a good potting soil to it, the gently tamp it down. Keep it moist,, and fed, and you will have a fine rose started.

No, you would need to cut it at an angle then treat it with rooting hormone then plant the treated end in soil. Even then they can be fickle to grow.
