The only time that their lights would be on AND make a difference to how bright the Moon is, would be when the colonies are in the dark.
For colonies facing us, that would be when the Moon is new or very close to new (Waning or Waxing Crescents). At that time, the Moon is too close to the Sun for us to see it in a dark sky.
Outside of these periods (i.e., we we can see the Moon in a dark sky), the reflected sunlight from the lit part of the Moon will be far brighter than any light that the Lunar colonies would be willing to waste in our direction -- if we on Earth see the light, it is because it is wasted...
Unless some big mega-company decides to use the Moon as a bright bill-board; in that case, good luck if you try to convince them that they should dim their sign...

I don't believe the light coming from a colony on the moon would be bright enough to come through the window of a traditional house unless there were skylights installed.

No. For some reason i won't be in a position to sleep at night if there is any mild different than my alarm clock. yet sarcastically, I have not have been given any difficulty falling asleep in the midst of the day in a brightly-lit college room. -_-

The overall luminosity of the full moon is already way brighter than any man-made lights that we could put up there. It wouldn't be an issue.
