First, and foremost you would need zoning changed. YOu apply for a zoning change to the city. THe city then takes it under advisement and may even open it up to the residents of the area for their input.

If you GET the zoning change, then you will need a plan for the use and then apply for construction permits. After that, it's a matter of financing and getting the work done and on time.

That has a lot to do with how "large" is the piece of property and where is it located.

100 acres in a rural area that is zoned residential and can be divided into 2 acre parcels would not take much more then surveying, recording a plat, and obtaining a building permit.

100 acres in downtown Las Vegas is going to be considerably more work and red tape.

First, is that is the zoning requirements.
second, Talk with Registered Architect that can do what you want to happen.
Third, Talk with the money, Commercial bank, Bonds, and Mizzen.
Fourth do a soft cost.
