In order to move the psyduck, you need to get the secret medicine from Cynthia. (after chasing the galatic member from Pastroia city)
To get Surf, you get it in the Celestic town shrine. just head inside and examine the three pictures and go to the center and Cynthias grandmother will give it to you.
