You will get many answers to this song. I even sang it on stage and for my children as well. I'm a child of the late sixties and seventies, don't you know!
Some will say it is pot, others that it was heroin and who knows what others might say. But I say it is a sweet story of a little boy and his invisible dragon.
One day, this little boy with a grand imagination began to grow up and stopped believing in ol' Puff and he finally stopped coming to the water where Puff lived and where they had built many a dam because he stopped believing.
I choose to believe that is the meaning of the song, we all too soon grow up and forget the 'friends' we leave behind, and our imagination, our trust and our belief in things magical.

I think I met 'old ' Poof on queens day in Amsterdam last week
Someone asked him the same question years ago.
So he started wondering and wandering and ended up
in Holland and discovered Amsterdam.
City of Sin where sometimes everything goes, so after puffing away in the coffeeshops for a while he discovered the
openly gay area in Amsterdam.

It was about childhood and growing up. In otherwords, how childhood goes up in 'a PUFF of smoke'. Don't believe the drug references. It was really an innocent song......

it was rumored to be about marijuana...I doubt seriously that was so. It was about a child growing up (puff went away went he grew up)
