If you have WinXP, there is an icon for it in the Control Panel.

If it is part of your antivirus program, you will have to open the AV program and examine all options to find it.

I don't think changing firewall will help you download faster. You can help boost the speed of your PC by keeping your RAM as free as possible:
- Set wallpaper and screensaver to blank or none.
- review start menu and remove anything you don't need on a daily basis. Be careful not to remove anything of which you are not sure - you don't want to disturb Windows files.
- at least every two weeks, run Disk Cleanup, Scandisk, and defrag.
- Click Start, Run. Type in ipconfig renew
----------------(that's ipconfig space renew)
By observing these tips, you may be surprised at the increase in speed - and of course, the speed of your modem and internet service has a lot to do with it. If you are using dialup, this alone creates slow downloads.

If you are using "Windows" firewall, it is located in the "Control Panel"
If your using a third party firewall you should be able to right click it's icon in the try. That should open the firewall's properties window.
