From references of previous answers, today, the terms are the same since UK, France and Germany have recently adopted the American convention of using billion as 10**9.

So the follow on question is, when did this happen, i.e. as recently as when?

None, a billion is a billion. Unless you mean the exchange rate then I don' know the exchange rate for a pound to a dallor.

In the US, a billion is ten to the ninth power.

Most of Europe uses the term billion to refer to ten to the twelfth power. They call ten to the ninth power a milliard.
