I would eliminate piggy back legislation so all of the pork barrell spending would not happen. Our govt is so wasteful it is shocking.

If I could add, remove or modify something in the constitution I would start with the 14th Amendment modifying it to read "Citizen" rather than "person". I feel that non-citizens should have the same right to a fair trial but once they've been found guilty, they should be thrown out of the country or executed if they are violent offenders.
Next I would remove the 17th Amendment all together and restore the Republic! Our founding fathers gave us a Republic for the reason that democracy is a necessarily degenerate form of government and this experiment with it will inevitably fail as every democracy has always failed in the past.
For the same reason I would change the 26th Amendment to raise the voting age to 21 and make it so that only those who work for a living have the right to vote!
(I know, I know that would disenfranchise a lot of women and a few men who work in the home and all the people on welfare and I got one word for you about that: GOOD!)

I would add an amendment guaranteeing of the right of privacy. With all the new High tech spying devices the government has and the questions about what the protection from searches actually covers I would like it spelled out.
I wish this had never been included.
Article IV section 2
"No person held to service or labor in one state, under the laws thereof, escaping into another, shall, in consequence of any law or regulation therein, be discharged from such service or labor, but shall be delivered up on claim of the party to whom such service or labor may be due."
No longer in force but we would be a lot better of had it not ever been.

I would change all votes to require super majorities to pass. Right now the special interests have too much power because all they need is 51% of the vote. And with the country mostly split 50/50 between Dem / Repub it is too easy for the special interests to buy a couple of votes to get their way. If all votes required a super majority (maybe 75%) then the special interests would be neutered and only very important things that really mattered would get passed.

Ban riders on bills, that way pork barrel spending would need to be its own bill, not tagging along on a more popular or neccessary bill.
