It seems like either a team ices the puck or doesn't ice the puck. Why is icing sometimes waived by the refs? In what circumstance(s) is waiving the icing warranted?

Because the linesman thinks the player could have caught the puck, with just a bit of effort.

Icing can be waived for a few different reasons, all of which fall under the linesmens judgement.

#1 - If it was deemed that a pass attempt was made, not just a clearing of the puck.

#2 - If the clear does not make it to the goal line in a timely fashion. This happens when the puck slows downas it approaches the goal line. The linesman will call off icing in enough time to give the defenseman a chance to make a play. It is one thing to go after a puck for a touch-up, it is another when you have your back to an oncoming forechecker and have to move the puck wisely.

#3 - Is automatic, if the clearing team touches the puck first, icing is waived off.

They have tried to eliminate icing as it slows the game down.

Icing if waived if an attacking team player touches the puck before a defending team player does.

It's hard to grasp the subtlies of these things some times. Basically, the linesmen try to detrmine if the puck could have been played by the defending team before it reached the end red line. They also waive it off if it appears to have been touched by either side before it crosses the line.

Generally only when the linesman feel the defending team could of or should of been able to get to the puck first.

your allowed to ice the puck if you have a guy in the penelty box, thats the only other thing i can think of other than what has already been posted

no icing if your penalty killing, no icing if the defenceman could have made a play but didnt, no icing if it doesnt cross the far red line, no icing if it was touched after the center line, no icing if the goalie doesnt call for it,
