I lived in a West african country for three years. Unfortunately, cultural as well as economic implications factor into how fast a country developes its social and political structures. Corruption is inevitable to a degree depending on how transparent the government is. sadly, many times it is the lack of oversight , by those elected that can lead to fiscal corruption. in other words, many of the political underlings are the culprits in stealing money and other corrupt actions.
personally, i believe governments might be better suited to send funds through private and/or religious initiatives in order to mete out public donations. allow these entities to work in collaboration with african governments as a kind of internal oversight. The NGO's generally have international affiliations with ghanaian staffs. over sight of funding is better controlled this way, and perhaps the development will have a faster pace.

They are helping in all the wrong ways - sending funding but no training, corrupt officials don't get the money out to the ppl who need it most but spend it on fancy sh*t.

Let certain people govern themselves. At least as a colony there was law and order.
