In New York, they have found that the recent trooper was killed by friendly fire, this has happend in New Jersey and I think Pennsylvania as well. Why is it happening, are the police gun happy or just improperly trained?

A combination of inexperience, nerves and sheer terror can make anyone trigger-happy. I bet the shooters hadn't been on the job for long.
The old hands would more likely make sure of their target first.

The case in New York happened in my county. When the MOBILE RESPONSE TEAM entered the house where the accused was hiding, he shot the officer in the chest, hitting him in the vest. The police officer fell and the other officers opened fire on the accused, ACCIDENTALLY hitting the fallen officer. The accused was wanted for shooting another officer the day before. Before you accuse our police officers of being trigger happy or improperly trained, know your facts!
(The trooper's mother is NOT angry at the ACCIDENTAL death of her son).
