Right now I have my basic cable line running into it and I get the 82 something, basic channels and Im able to use the Window’s MCE to DVR my shows.

My question is: Can I send a line into the card using the Dish Network or any other satellite broadcast?

I can't find any info regarding this. Im thinking no. The satellite receiver is the decoder for the signal from the dish, where the card could not do the trick in decoding

Anyone know FOR SURE?

There are no satellite receiver cards for PCs yet.
