I would recommend a consultation with a rheumatologist (dr that treats diseases and conditions of the bones and joints) to see if you might be dealing with arthritis. One of the symptoms of arthritis (besides pain of course) can be swelling of the joints. They can also diagnose arthritis through bloodwork.

If your insurance is the kind that requires you to have a referral please start with your primary care dr first.

It could be Gout, for which you should see a Rheumatologist- but no matter what it is, don't take no for an answer. Doctors are not GOD. Just because they say there is nothing wrong, does not mean they are right. Obviously, there IS SOMETHING WRONG. Pain and swelling are the body's way of telling you that something is wrong. Unless you fell or twisted your ankle or something obvious like that, I would get to a new doctor ASAP. I have an inflammatory disease and it is a serious deal- but manageable. So again, don't take no for an answer. Some doctors, especially older male doctors, are bully's- don't let them intimidate you. Tell them you need an answer, and if he can't give you one, he needs to refer you to a doc who can. If he won't, find his boss, and complain. Don't leave his office until you have an answer. This is serious.

PS- here is a link to Gout in wiki, check it out and see if it sounds like what you have:

Do you have flat feet? I have flat feet and my legs and feet tend to be sore and swell every now and then.
Either way, go see another doctor and get a second opinion.
