Most cases I would say lack of work by the people who are unemployed ,if they worked a bit harder they might still have a job.

lack of education, insuffiecient availability of jobs, poverty, shifting of rural people to urban areas, lack of skills required to do that particular job,overpopulation, govt not taking part to help unemployed people much etc
